The Holy Father elevated the Estonian Apostolic Administration to the rank of a diocese, directly dependent on the Holy See. In addition, the Holy Father appointed as the first Bishop of the Diocese of Tallinn, Estonia, H.E. Bishop Philippe Jean-Charles Jourdan.
